Ukrainian President Volodymyr Zelensky Asserts He Lacks Clear Defense Guarantee from European Partners

President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the case of a fresh offensive by Russia.

"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

His comments come a day after Britain and France inked a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is finalized.

However, full security guarantees have not been agreed. The US, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the US would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has not yet commented on the announcement made in the French capital.

President Putin launched a comprehensive military assault of Ukraine in February 2022, and Moscow now occupies about 20% of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."

The Ukrainian leader praised that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this question cannot be answered. And even if they do, you must ultimately depend primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.

Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
