American Brokers Ukraine Negotiations in Abu Dhabi as White House Seeks for Conflict Resolution

Diplomatic talks with US, Russian, and Ukrainian delegates commenced in the United Arab Emirates this week, representing the latest step in efforts to broker a ceasefire deal to conclude the continuing conflict in the region.

High-Level Delegates and Initial Discussions

US Army Secretary Dan Driscoll reportedly met with a Moscow team on the eve of the talks, with dialog proceeding into Tuesday.

“The talks are going well and we remain optimistic. The Secretary remains in close coordination with the administration throughout these proceedings,” his spokesperson stated.

Ukraine’s top intelligence official, the head of military intelligence, was anticipated to join in the meetings, though details were vague whether face-to-face talks with Moscow’s delegates would occur or if distinct one-on-one meetings would be held.

Identity of the Russian delegation was uncertain. “No comment is available. Media accounts are being tracked,” a Russian spokesperson told state media.

Context and Updated Proposal

These talks come after prior discussions in a European nation where American and Kyiv officials revised a draft US framework for ending the conflict.

Russia has not yet endorsed the latest draft of the plan and is not expected to agree to many of the Kyiv revisions.

Russia’s top diplomat, Sergei Lavrov, stated that any modified peace plan must embody the “essence and wording” of what was covered during earlier high-level meetings between the two countries.

International Reactions and Concerns

European officials are reportedly finding it difficult to stay engaged in the process as US representatives assume control.

Finland’s leader, a European figure, who has stepped forward as a key interlocutor between the US and EU officials, commented that the coming days would be decisive in attempts to secure a resolution.

He reportedly spoke with the Ukrainian president and Nato representatives, emphasizing that “The future of Ukraine is for Ukraine to decide, and with European security falling under Europe’s purview.”

Meanwhile, the French president, the French official, cautioned against a peace deal that would represent a “concession” for the nation.

“The current proposal indicates what Moscow might find acceptable. However, must Kyiv and European nations consent to these terms? Certainly not,” he stated.

Details of the Original US Proposal

The US plan was originally composed of 28 points and was based on discussions between US and Russian representatives, with input from Ukrainian defense authorities.

Key aspects of the proposal allegedly involved:

  • The nation relinquishing territory presently occupied by Moscow
  • Further regions that would be required to be willingly surrendered
  • Limits on the size of the Ukrainian army
  • Immunity for all parties in the war regarding war crimes

Latest Developments and Ongoing Challenges

The US official allegedly went to the Ukrainian capital to brief Zelenskyy on the proposal and demand rapid acceptance.

The pressure, coupled with the leaking of the plan, reportedly shocked Kyiv and EU officials.

The Ukrainian president reportedly that the country was facing one of the most difficult moments in its existence and was being compelled to decide between “forfeiting self-respect or abandoning a crucial supporter.”

Later, the US official briefed Nato ambassadors on the proposal in Kyiv, with one attendee labeling it as “an extremely difficult session” and stating that EU ambassadors were shocked by both the content and tone of the delivery.

Washington later moderated its position, indicating that the comprehensive proposal was an “starting position for talks” rather than a definitive ultimatum.

Security Developments Amid Negotiations

While peace talks continue, Moscow has maintained its regular attacks on Ukrainian urban centers.

Moscow’s forces allegedly fired numerous of projectiles and many of drones at objectives in and around the capital, according to Kyiv reports.

Zelenskyy emphasized that Moscow must not believe it could prevail in the conflict while talks were ongoing.

“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Sanctions and pressure on Moscow must yield outcomes,” he affirmed.

Kyiv’s mayor reported that seven people had been killed in the recent assault on the capital.
